How are bank credit analysts incentivized for credit card application reconsideration?

How are credit analysts at big banks evaluated, and when can one call to ask to have a credit card application that has already been turned down reconsidered?

I was just curious if they had any motivation to accept or reject submissions, and if so, why.

Incentivizing them to approve applications that were previously auto-rejected would mean credit risk for the bank.

Then again, banks do dumb things all the time.
